A 2nd Tier Approach to a 1st Tier World

Published in the Integral Leadership Review e-zine – http://integralleadershipreview.com/ – August 2018. Guest editor Robin Lincoln Wood had been asked to put together a special issue both to celebrate and follow on from the Spiral Dynamics Summit on the Future that May. As one of the conference speakers I was asked by Robin to write an article which both built on the theme of the presentation and took it forward. The version republished here is only very marginally-different from that which appeared in Integral Leadership Review. The Spiral Dynamics Summit on the Future (Dallas, 20-22 April 2018) was a fairly awesome event. A gathering of leading Gravesian practitioners (both on the stage and in the audience), partly to honour Spiral Dynamics co-developer Don Beck and partly to focus on how the Gravesian approach can be used to tackle the current malaises afflicting the world. (Many of the presentations are reflected in the articles comprising the special edition of ILR.) Speaker after speaker gave us theoretical understandings and practical applications. All were good. All were insightful. Some were simply inspirational. Influences, Acknowledgements & Gratitude

Relaunched: 24 February 2019 Along the way, certain people have been particularly influential in terms of career progression and/or personal development; so it’s appropriate to acknowledge as many as I can remember. So here goes… Close friends and relatives My parents Ted & Betty Rice, of course. My uncle George Chandler who, playing guitar in a nightclub jazz trio and building a yacht to sail around the world, epitomised ‘cool’ to an impressionable 10-year-old. Rita Smith, always the aunty I was closest to and her daughters Norma (now Norma Klunder) and Maureen (now Maureen Williams) who embodied the mysteries of ‘teenage girl’ to their younger, only child male cousin. Ex-wives Linda Rice and Jane Rice inevitably have left their marks on me – as have ex-fiancees Jennie Beasty and Val Horsfall. Liz Olson was an American and a fellow Jefferson Starship fan who flew across the Atlantic to challenge some of my precepts! My 2 oldest friends, Chris Scurrah and David Burnby have been hugely influential in very different ways – Chris for inspiring me and supporting me to become a musician and Dave for supporting me in applying the Gravesian approach to real life. Modernisation Theory vs Stratified Democracy #4

PART 4 Stratified Democracy Stratified Democracy, as defined by Don Beck (2000b), shifts the focus from economic development to cultural mindsets, with the understanding that the prime area for ‘development’ is sociopsychological rather than economic or fiscal. The aim of ‘development’ in this paradigm is not to become a consumeristic society along the lines of the Western model – though that may well be what some developing countries eventually become. The aim is for the country to be ‘healthy’ in itself – ie: the sociopsychological well-being of the peoples and the inter-relations between the different internal groupings of whatever type – and to have ‘healthy’ relations with other countries of whatever type. Achieving these healthy states at whatever level a country is at facilitates it moving on to whatever is next on the Spiral. In terms of governance, Stratified Democracy proposes that a core element of Democracy – representative government – be implemented in such as way as to fit with the values and norms – the culture – of the people to be governed. Developing Countries, Democracy & Values

In considering the role of developing countries in the 21st Century, there is little doubt that their position on the ‘values scale’ largely determines their relative progress on the economic and social fronts. There are a number of global indicators that can be used including the ‘Failed States Index 2008’ produced by www.ForeignPolicy.com and The Fund for Peace. The map shown above (courtesy of www.ForeignPolicy.com – click to enlarge) indicates 5 categories ranging from ‘Most Stable’ (the top ranking), through ‘Stable’, ‘Borderline’, ‘In Danger’ to the lowest level which is ‘Critical’. As we enter 2008 with all its challenges and opportunities it is appropriate to consider the global situation and in particular the developed world’s obsession with the spreading of Western style constitutional Democracy on a global scale. In considering the above statement, it is important to note that, in the case of Europe and the USA, this process has been a long journey over centuries, going back to the Middle Ages. What is now being demanded of many developing countries is that they move rapidly in values terms from tribal societies as in the case of Iraq, Afghanistan and Pakistan to constitutional democracies overnight in historical terms. Innovation & Values in the 21st Century

We continuously hear the call for more and more innovation in our 21st Century world; but the question is what is innovation, as seen by the larger mix of global citizens? In a developed world view this means better ways of resolving issues by the use of technology, either by the use of existing technology or by considering new approaches to the issue being tackled. However, in other less well developed and resource-deprived societies the question of innovation may appear to be very different to the 21st Century approach above. Values and innovation The level of values present in a society reflects very clearly on the type of problems that it is able to tackle in an innovative way. The Often Misunderstood Dynamics of Global Change

In considering the dynamics of change in our globalised world, these issues are most often looked at from the perspective of the worldview of the individual or organisation. This is inevitable but the missing component in this is often the aspect of critical mass. This issue of critical values mass is one that too often observers and commentators alike do not take sufficient account of. It is important to remember that close to 80% of the global population occupy the values through BEIGE ‘Survival’ to BLUE ‘Stability and Order’. In addition, the bulk of this percentage or 55% of the total occupy the RED ‘Power Now’ (24%) and BLUE ‘Order and Stability’ (31%) areas. Whither the EU..?

‘Whither the EU?’ is, according to BBC News (2016b), the likely theme for Slovakian president Robert Fico’s proposed informal summit of European Union leaders, to be held in Bratislava in September. (Slovakia assumed the presidency on 1 July.) As the Slovak-Hungarian Most-Hid (Bridge) party, the junior partner in Fico’s coalition government, has said in a statement: “Britain’s decision completely changes the Slovak presidency, it becomes the number one issue… It is extremely important that Slovakia rises to the challenge of this presidency, for never before has a presiding country faced such a tough task”.  Whether or not the UK goes through with a complete ‘hard’ Brexit in quite the way Nigel Farage and Michael Gove called for – and, according to The Guardian’s Jennifer Rankin, US secretary of state John Kerry certainly believes that can be avoided – the EU has huge challenges it must face or it risks falling apart, with dissension between its leaders and more and more far right parties demanding their own version of Brexit. Le Front National’s Marine Le Pen has been a thorn in François Hollande’s side for several years, her demands for a ‘Frexit’ referendum becoming more vociferous in tandem with the fast-growing popularity of Le Front. Different Values: Different Democracy

Differing values systems require differing types of Democracy by Alan Tonkin 29 June 2005 Alan Tonkin is Chairman of the Global Values Network Group whose web site is one of the most advanced in the world at using Spiral Dynamics to monitor shifts in societies and assess impacts at both national, international and even global levels Alan generously allowed this piece, written for the GVN site, to be published here. In looking at the world with its widely varying values systems, it is interesting to see how the word ‘democracy’ means different things to different people. An example of this is, when leaders from the Western developed world speak of Democracy, they generally mean constitutional democracy based on a universal franchise, multi-party system. These countries generally operate in the BLUE/ORANGE/GREEN/YELLOW spectrum of values systems. However, in developing economies constitutional arrangements can vary with the values spread being across the PURPLE/RED/BLUE/ORANGE/GREEN range. In cases such as this, ‘democracy’ means something different to the first example quoted as PURPLE/RED/BLUE requires a modification of the type of system that is likely to be effective. vMEMES #4

PART 4 How complex is people’s thinking? The issue of just how far the bulk of any population ascend the Spiral/Hierarchy – experience the emergence of vMEMES in an ascending sequence – is a contentious one. In 1996 Beck & Cowan conjectured that the percentages of the world’s population dominated by a nodal vMEME in their thinking was:- BEIGE: 0.1% PURPLE: 10% RED: 20% BLUE: 40% ORANGE: 30% GREEN: 10% YELLOW: 1% TURQUOISE: 0.1% The percentages, of course, don’t add up to 100% and there is no breakdown of percentage to continents, cultures or societies. Cowan (Chris Cowan & Nastasha Todorovic, 2006b) has admitted that the figures were a (very!) rough interpretation/extrapolation of various data sets (including United Nations data) while Beck has never commented (for public consumption) on the estimates. Nonetheless, in general it supported the notion that the bulk of the population – the Western population, at least – were not significantly beyond a BLUE (Kohlberg) or BLUE/orange (Loevinger) way of thinking. Further support for this notion came from research using Kohlberg’s concepts. Using what effectively was a 9-stage model incorporating 3 sub-stages, Lawrence Walker, Brian De Vries & Shelley Trevethan (1987) found general agreement with Kohlberg.
